Commissioning Officer (Adult Mental Health Team)

Buckinghamshire Council is recruiting a Commissioning Officer to contribute to transformational change across health and social care services, ensuring they are safe, high-quality, and deliver value for money.

Our new Commissioning and Procurement Hub brings together strategic commissioners with operational commissioning, including Quality and Placements, and procurement colleagues. By combining our skills, experiences and lessons learned, we ensure the most effective approach to supporting all stages of the commissioning cycle, complementing other Council teams to maximise the quality and value for money for our residents.

About the role

As a Commissioning Officer, you’ll play a key role in supporting the full commissioning cycle, from assessing needs and planning services to managing contracts and evaluating performance. This role will focus on commissioning services that support adults with mental health needs, including prevention, early intervention, recovery, and crisis support. You’ll work collaboratively with internal teams, external providers, and residents to ensure services are aligned with strategic priorities and deliver meaningful outcomes.

Your responsibilities will include:

  • Supporting strategic needs assessments and business planning.
  • Monitoring budgets and financial processes.
  • Implementing performance reporting and contract management.
  • Working closely with NHS partners, voluntary sector organisations, and service users to shape mental health pathways and ensure joined-up care
  • Facilitating resident voice and co-production in service design.
  • Engaging with providers and contributing to market development.
  • Supporting integrated commissioning across health and social care.
  • Promoting innovation and continuous improvement in commissioned services.

You’ll be part of a dynamic team that values collaboration, learning, and delivering high standards across all aspects of commissioning.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

We’re looking for an individual who:

  • Have substantial experience in commissioning or a related field, ideally within health and social care.
  • Understand the commissioning cycle and relevant policy frameworks.
  • Possess strong research, analytical, and project management skills.
  • Communicate effectively with a range of stakeholders, both verbally and in writing.
  • Are confident using Microsoft Office and data analysis tools.
  • Demonstrate a commitment to improving outcomes for vulnerable populations.
  • Hold a degree or equivalent qualification and are committed to ongoing professional development.
