An exciting opportunity has arisen within Parking Services for full-time Senior Civil Enforcement Officers (37 hours) to contribute to the management of Buckinghamshire's highway network and car park management estate. This is a key role within the Highways & Technical Services department at Buckinghamshire Council.
So, what can you expect as a Senior Civil Enforcement Officer (SCEO)?
You’ll be helping members of the public by patrolling public streets and council car parks, providing advice, guidance, and upholding parking restrictions and acting as duty Supervisor when requested.
- Yes, you’ll be issuing parking tickets, but you won't have targets as this job is about creating a positive impact on the local community.
- You will be reporting any defects, such as signs and road markings and looking out for any violations of civil laws.
- You will keep a detailed log of the violations and debrief incidents that occur during your shift.
- You will be encouraged to provide a high level of all-round customer service, providing the public with useful information and advice.
- You will provide support for colleagues in the absence of the Parking Enforcement Supervisor; leading team briefings, and ensuring shift patterns, deployment levels, and patrols are rolled out in accordance with service requirements and work is carried to a high standard.

You will support our communities and local businesses by keeping the highway network and car parking provision operating safely and effectively for all users - supporting, informing, and guiding customers in parking and traffic regulations, and building understanding and confidence. You will work with members of the public and liaise with fellow professionals to reduce congestion on our roads and in our car parks, and manage civil enforcement matters promptly and efficiently.

About the role
Key Accountabilities:
- To lead by example and be an ambassador of Buckinghamshire Council, promoting good relations with all members of the public ensuring that the Council is represented professionally.
- To act as Duty Supervisor in the absence of the Parking Enforcement Supervisor
- To patrol with efficiency on the allocated beat(s), providing coverage to areas of high traffic volume and across the car parks; and support a fair and consistent approach to parking enforcement by accurately serving Penalty Charge Notices in a timely and objective manner.
- To assist with the provision of a fair and accessible parking service by responding to queries relating to all aspects of parking across the County including reporting car park maintenance requirements.
- To support Supervisors/Managers to ensure efficient and effective management of the various processes and systems used by the parking service.
- To work with other professionals such as the police or police community support officers to report incidents such as anti-social behaviour.
We have designated bases across Buckinghamshire in Aylesbury and High Wycombe. This vacancy is in the Aylesbury base.
Our ‘on-the-go’ roles mean you’ll usually start and finish your day from a base, moving around between different locations throughout the day. You won’t need a fixed desk to work from, but you’ll have access to our network where you can keep up to date with admin and the latest staff updates.

About you
- You are an aspiring Supervisor/Manager, with good people skills.
- Kowledge of parking services and experience working within an enforcement background is helpful, but a full training program will be provided, so is not essential
- You are customer-focused with good communication skills.
- You are resilient and able to demonstrate the ability to resolve sensitive and difficult situations and resolve confrontations.
- You can work flexibly to respond to service demand.
- You can input information accurately and pay attention to detail.
- You can use hand-held computers and printers for recording and issuing penalty notices and cameras to record vehicles that break the regulations.
- You'll be used to walking between eight to ten miles a day and being on your feet for between seven to eight hours.
- You are keen to learn and promote self-development.
- You are caring and helpful.
Other information
This role is offered on a full-time basis of 37 hours per week. Working five from seven-days on a rolling roster.
The salary range is £28,517 to £29,857 plus enhancements for Saturdays/Sundays, and Bank holidays (bank holidays also include a day in lieu).
